I have a granddaughter playing U-10 (ten and under) softball this summer. They use ASA patched umpires. I have noticed in several games that opposing pitchers "crow hop" every pitch. Their foot is clearly not on the rubber. I am a retired softball umpire so I do notice the hop. Last night I asked an umpire after the game if they are told not to enforce this rule for U-10. He told me that they are told to tell the pitcher that it is illegal and will be enforced at tournament time, but allow them to do otherwise. Need other thoughts on this post.
