What are your views on rebuilt titles?

There is a local guy selling a 07 sv650 that , from pics, looks excellent. It's a rebuild title bike with I think 17xxx on frame and 15xxx on engine after rebuild. I just emailed him last night and asked for details about the rebuild. I'm interested if I can get it for the right price. He's asking I think 2750 obo.
